From the Port Arthur News: Meanwhile at Camp Chaffee, a Catholic priest from Vietnam, the Rev. Tran Van Khoat, had become the unofficial leader of the refugees.
Khoat began to envision a Vietnamese village, with its own businesses, schools, hospitals and government. But the Catholic Conference and the U.S. government were afraid that would create a ghetto, their goal was to help the Vietnamese integrate into the existing community.
In Today's Catholic World reports that Tran Van Khoat holds two doctorates, although this webmaster has heard nothing of the sort.
