1980, May in Saint Marys, Kansas to meet with Marcel Lefebvre

From the Port Arthur News: Meanwhile at Camp Chaffee, a Catholic priest from Vietnam, the Rev. Tran Van Khoat, had become the unofficial leader of the refugees.

Khoat began to envision a Vietnamese village, with its own businesses, schools, hospitals and government. But the Catholic Conference and the U.S. government were afraid that would create a ghetto, their goal was to help the Vietnamese integrate into the existing community.
