The Thuc Consecrations: A Postscript by Donald Sanborn, printed in Catholic Restoration. Objection 2. Abp. Thuc “went in and out of lucidity,” hence the consecrations are doubtful. The source of this story, it turns out, is a Vietnamese priest who claims he once met Abp. Thuc. This same priest also claims that Cardinal Siri was a “secret pope.’ And that Siri made him (the Vietnamese priest) a bishop and cardinal in a secret ceremony in the sacristy of a Genoa chapel where Siri had just celebrated the Novus Ordo. All this, no doubt, gave the priest unimpeachable qualifications for judging other people’s “lucidity” …Is this Vietnamese priest Fr. Peter Tran Van Khoat? Khoat claimed to have met Bishop Ngo-Dihn Thuc.
Fr. Peter Tran Van Khoat came to the United States in 1975, but his name never appears in The Official Catholic Directory despite his claim to have resided for some time at a local church in Port Arthur, Texas prior to purchasing Vietnamese Resurrection Church. This church was dedicated by Lefebvre in July, 1977. Khoat worked with the Society of Saint Pius X until December of 1981, when the District Superior of the Society of Saitn Pius X sent Khoat a letter:
I enclose a copy of an earlier letter I have sent you as well as a copy of a letter from a group called the “PHUC SINH” Vietnamese Original Catholic Community Parish, whatever that is. As you will note, they make very grave accusations against you. If this is the case of enemies of the Church trying to defame the name of a good priest than please let me know. Do answer the following questions:
1.
Do you own a hotel in part or in whole? (Fr. Khoat pointed the hotel out to me he used to own, stating that prostitutes worked out of it, and drugs were sold there, but that this was out of his control.)
2.
Do you own a movie house (theatre) in part or in whole?
3.
Are there plans to build a dock at Sabin Pass? Are you in any way involved in the place?
4.
Please answer to the letter in full answering al the charges so that the truth may be made known.
5.
Concerning the above questions, is the money of the Vietnamese group in any way involved in any of these projects?
6.
Who, if anyone, owns title to the above businesses?

I will expect your answer to this letter on or before January 10th, 1982.
I wish to inform you that if the matter is not settled satisfactorily by that time, all affiliation between you and the Society of Saint Pius X will cease.
Not long after this the Vietnamese all deserted Fr. Khoat, and he had to sell his church building to the Buddhist, who converted into Buumon Buddhist Temple. When this webmaster visited Tran Van Khoat in order to find out if there was anything to the Siri claim, he found that only one Vietnamese attended Khoat's masses, his own father. Even his other relatives did not assist at Fr. Khoat's Masses.
Tran Van Khoat went to Italy in order to contact Siri and get him to assume the Papacy. Given the state of the theory at that time his first words to Siri should have been: Acceptasne electionem... asking Siri if he accepted the Papal Election. The theory purported Siri was elected, but not ever asked if he accepted, making him pope elect.
In October, 1988, David Bawden traveled to see Tran Van Khoat and exercised his rights under Canon 682. The laity has the right to receive from the clergy the spiritual good and especially the necessary means of salvation, according to the rules of ecclesiastical discipline. Since Tran Van Khoat claims to be a cleric he had a duty to deliver a definitive positive answer, since he now claims to have had certain knowledge of Siri's papacy. Indeed we declare, say, pronounce, and define that it is altogether necessary to salvation for every human creature to be subject to the Roman Pontiff. Unam Sanctam Since it is necessary to be subject to the Pope, when Bawden approached Khoat, Khoat had a duty to tell him who the Pope was, so he could submit to him. By failing to do so, Khoat tacitly declared that Siri was not Pope. This tacit declaration led Bawden and others to reach the conclusion that Siri was not Pope, which cleared the way for a Papal Election, which was held on July 16, 1990. Khoat was aware of the impending Papal Election and by his silence gave tacit consent to said election.
On June 3rd, 1990, Fr. Khoat reports that the Cardinal Camerlengo appointed by Pope Gregory XVII has called for a Papal Election.
Notice that Khoat claimed that Siri said it is a secret before Siri's death, but that Siri was Pope afterwards. However, an intervening event must be discussed.
As a preliminary matter, Father Tran asks this Court to take judicial notice of the Codes of Canon Law of the Catholic Church of 1917 and 1983. This was part of the original suit. The linked page also gives a brief history of Tran Van Khoat and Resurrection Community Inc. a Texas Corporation. By invoking the 1983 Code of Canon Law in the mid 1990's Tran Van Khoat admits to be una cum Antipope John Paul II, confirming his 1989 statements to this effect.
Will the Lefebvrite Bishops come out with a secret letter from Siri to Lefebvre authorizing the SSPX? When Khoat was in Genoa, did he go on over to Econe, which would not have been that far away? There are many unanswered questions. Was Khoat present at the June 30, 1988 Lefebvre consecrations?
Tran Van Khoat was found in Hanoi, Vietnam. (The link no longer words. Simply type in a search below for Tran Van Khoat.) David Hobson now confirms that Tran Van Khoat was recently in Vietnam in his publication.
Fr. Peter Tran Van Khoat would be considered a sede vacantist, holding that Karol Wojtyla was a heretical usurper. In fact all the Sirianists would be considered sede vacantists. On March 25, Khoat announces to a visitor in a private conversation: I like the position of Archbishop Lefebvre in regards to the Pope. All know well that Lefebvre's position has always been that Roncalli, Montini, Luciani and Wojtyla were true Popes, but because of their Modernism must be disobeyed. In this announcement, which was relayed to Gary Giuffre, Khoat is now tacitly denying that Siri is Pope, because there cannot be two Popes at once.

Jim Condit confirms that Khoat went to Italy at the time Wojtyla canonized the Vietnamese martyrs. Khoat acquired a wall ahnging of htemartyrs, which was prominently displayed in his home. These martyrs were canonized on June 19, 1988. Since Khoat was in Europe in June of 1988 and had a fondness for Lefebvre, one wonders if he attended Lefebvre's consecrations on June 30, 1988.
