The Church supplies jurisdiction, both for the external and the internal forum: (1) In common error; (2) in a positive and probable doubt, whether of fact or law. (Canon 209)  Fr. Francis E. Fenton printed this Canon, as well as a quote from Quo Primum authorizing any priest to use the Roman Missal in his first newsletters in the mid 1970's. People misinsterpreted the words common error.  The Church was in error since Vatican II and the introduction of the Novus Ordo Missae, and this error was common, therefore priests could do what they will in order to provide the Latin Mass and Sacraments. The true meaning of this Canon was discovered in 1983 by David Bawden, who wrote a letter to his friends, informing them that the Traditionalism interpretation is absolutley wrong. Later on Bawden wrote Jurisdiction, During the Great Apostasy to refute the heresies of Fr. Lucian Pulvermacher on the same subject.
