IN COENAE DOMINI
The One, Holy, Catholic and Apostolic Roman Church finds itself in dire straits. The faithful have been reduced to a handful. Evil is so rampant, that the prophesies are being fulfilled. This can truly be said to be the worst time ever, as our Lord Jesus Christ predicted in the Gospel of St. Matthew. (24:21) "In the Holy Place itself, where has been set up the See of the most holy Peter and the Chair of truth for the light of the world, they have raised the throne of their abominable impiety, with the iniquitous design that when the Pastor has been struck, the sheep may be scattered.", Pope Leo XIII wrote in his prayer to St. Michael in 1888. Antichrist has taken Rome and pagan Rome which became Catholic Rome is now the Great Harlot spoken of in Apocalypse. (Apocalypse 17) The See of Peter and Chair of Truth is here in an old grocery store in Belvue, Kansas. The Pastor was struck for almost 32 years and the sheep scattered. "So extreme is the general perversion that there is room to fear ... that the Son of Perdition, ... has already arrived upon earth.", Pope St. Pius X wrote in his first Encyclical, ‘E Supremi Apostolatus’ in 1903. We believe that the Son of Perdition has come and gone, being followed by others to carry on his perfidious work. We could spend days in describing the evils and horrors of today, but Our purpose is to diagnose the cause and prescribe the cure.
People have lost a sense of sin and have lost sight of the fact that sin is an infinite offense against Almighty God. Certain sins are so offensive to Almighty God and a danger to the Faith that they are punished not only with Hell fire in the next life, if they are not repented, but also with the ecclesiastical censure of excommunication. In the fourteenth century this Bull began to be read every Holy Thursday, containing the excommunications of the most perverse violaters of Divine and ecclesiastical law. This public act began to be opposed in the sixteenth century. Pope St. Pius V, who protected the Holy Sacrifice of the Mass from perversion, had his efforts to have this Bull published throughout the world fought by secular rulers. However, confessors were ordered to have a copy in their possession. St. Charles Cardinal Borommeo, one of the collaborators on the ‘Catechism of the Council of Trent’, had a copy posted at each confessional. Unfortunately the opposition to this Bull won out and in 1770 this Bull was omitted and never resumed.
Today Catholics, have adopted the error of Luther, "Excommunications are only external penalties and they do not deprive a man of the common prayers of the Church. Christians must be taught to cherish excommunications rather than to fear them." (DZ 763, 764) They no longer fear excommunication, which severs them from the Church. In fact certain people, who claim to be Catholic but are not, prize excommunication as a badge of honor. These people go boldly, where angels would not dare to tread. These people happily drink the poison of heresy, hold the knife of schism to their own throat and the gun of apostasy to their head and happily pull the trigger, committing spiritual suicide.
We must remind the faithful of several important points. First sin is an offense against God. By sin we pound the nails into Our Lord and crucify Him. Secondly every sin which is punished by a censure (suspension, interdict or excommunication) is a mortal sin. Unrepented mortal sin is spiritual suicide. Lastly anyone excommunicated by name by the Apostolic See as well as ALL apostates, heretics and schismatics cease to be members of the Church and must return to the Church they have abandoned in order to be saved.
Today We, in Our Apostolic authority, restore the Bull ‘In Coena Domini’ and order it to be published in every diocese throughout the world. We order vernacular translations to be posted in every Church and every Catholic publication within three months of the annual publication of this Bull. We order each confessor to be given a copy. Anyone interfering with the publication of this Bull in any way whatsoever is ipso facto excommunicated, said excommunication is reserved most specially to the Apostolic See.
With the restoration of this Bull, We shall consider only two of the many crimes which may be subject to excommunication in this manner. Apostasy, heresy and schism are the first crime, because these crimes are closely related to each other and considered together in the Code of Canon Law. Consecration of a Bishop without a Papal Mandate is the second crime, because it is so closely related to the establishment of non-Catholic sects, which are at least schismatic and are most often heretical as well.

HERESY
The crime of heresy is punished by ipso facto excommunication and irregularity, which bars the reception of Holy Orders and the exercise of Holy Orders.

DECLARATION OF NON-CATHOLIC SECTS
We, Vicar of Our Lord Jesus Christ, by Our Apostolic authority declare the following sects to be non-Catholic sects:
DATE FOUNDED: 28 October, 1958
FOUNDER(S): Angelo Roncalli and the former Cardinals of the Catholic Church, who aided him in his apostasy
COMMENTS: The Cardinals attempted to elect this heretic as Pope, cooperating in forming this sect through the convocation of a Council called Second Vatican, which defined the dogmas of this sect, which Council we declare totally null and void.
DATE FOUNDED: 1970
COMMENTS: What is said of the Society of St. Pius X applies equally to several splinter groups that it has spawned, such as the Society of St. Pius V, formed by several of its priests.
SECT: Thuc-line Bishops, who claim the sede-vacantist position, that there is no Pope today and that Karol Wojtyla never was Pope, and any sect they have formed.
DATE FOUNDED: various dates can be ascribed for a founding date of this sect
FOUNDER(S): former Bishop, Peter Martin Ngo Dihn Thuc
COMMENTS: Men whom Bishop Ngo Dihn Thuc began consecrating in 1981 and have since presumed to consecrate others and form their own hierarchy.
SECT: Material-formal, being a definition of their perfidious doctrine
DATE FOUNDED: early 1980's
COMMENTS: These men, who are some of those listed above, have formed a sect following the false doctrine that a man can have some claim to the papacy, while being a heretic, a doctrine popularly known as material-formal. This doctrine teaches that the claimant is materially pope by possession of St. Peter's Basilica and the bulk of ecclesiastical property, while formally under Canon Law he is not pope, but an anti-pope usurping the See of St. Peter.
DATE FOUNDED: Early 1970'S
FOUNDER(S): Francis Schuckardt, who was ordained priest and consecrated bishop outside the Catholic Church and was later expelled from this perfidious sect, now seeking to deceive those who reject Karol Wojtyla and his non-Catholic Sect.
We know that we have not listed each and every non-Catholic sect, but only some of the more perfidious, which are run by anti-popes or anti-bishops who have obtained their episcopal consecration in an illegitimate manner. We anathematize each and every non-Catholic sect by whatever name known, and ask the faithful to assist us in bringing people out of these sects and back to the Church founded by Our Lord Jesus Christ.
We warn all baptized persons to avoid these perfidious sects and their ‘clergy’ as a danger to their faith and as false prophets and false christs. The Church considers attendance at their services as ‘communicatio in sacris’, which is punished by ipso facto suspicion of heresy and excommunication. (Canons 1258, 2316)
Adherence to these or other non-Catholic sects by enrollment or regular attendance at their services is an act of heresy punished by ipso facto excommunication, infamy and in the case of clerics loss of all offices, rights and privileges in the Church by tacit resignation.
Consecration of a Bishop Without a Papal Mandate or Consecration as Bishop Without a Papal Mandate
These crimes are punished by ipso facto excommunication reserved most specially to the Apostolic See and suspension from all acts of Orders or jurisdiction, which suspension is reserved most specially to the Apostolic See. (Canon 2370)

We remind these men, that their excommunication can ONLY be absolved by Ourself, and that they should have immediate recourse and return to their Mother, the Holy Catholic Church which they have abandoned by their crimes.
