DECREE CONCERNING THE ESTABLISHMENT OF CHURCHES

  Wherever three or more families reside, We decree that a parish shall be erected.  Each household constitutes a  family  for the purposes of this decree.  Because the old jurisdictions still exist, We hereby dissolve them to make way for new jursidictions, with the exception of those areas behind the Iron and Bamboo Curtains, where these jurisdictions may yet be staffed with priests and Bishops.  We make all the free world subject directly to the Roman Pontiff and the diocese of Rome, until such time as other dioceses may be restored.
  Each parish so constituted will be given geographical boundaries and placed under the care of a lay trustee, until a Pastor can be appointed.  In each parish a Catechist will be appointed, who will be given care of the Catechetical instruction and the Baptism of children.  As provided in Canon 752, which provides that adult Baptism shall be given by the Ordinary, and as Bishop of Rome into which diocese the free world has temporarily been brought, We are your Ordinary.  The Catechism will be given specific instructions on how to assist in this matter.
  Each parish shall have regular worship on the Lord's day and Holydays of Obligation, preferably in a church building to be erected in accordance with Canon Law, or in a private home until such church can be erected.  This home will be designated by Us with times published so all the Faithful may attend.  Also each parish shall have weekly Catechism on the Lord's day or other day,if needs require such a transfer.  The faithful are encouraged to come together at other times for public prayer, especially on Good Friday from noon to three and Ember Days.  Other things, such as days of recollection and the Third Orders are encouraged wherever this is possible.  Consulting with the Pope, the catechist shall announce times and places for such public prayers. 
  Each parish shall likewise establish a library for the use of the parishioners, so that ever Catholic shall have easy access to religious and spiritual books to fulfill their obligation of daily spiritual reading.  Consulting with Our assistance, We shall draw up a list of books to be acquired that are currently in print, recommending the faithful regularly check used book stores and the like for whatever good Catholic books they can preserve, as We Ourself have done for over twenty years now. 
  We hope to issue the first Catholic Directory since 1958, listing all parishes, and times of services and Catechism as well as location of same in January, 1999, in keeping with this Decree.
 
Establishment of the Parish of Saint Hermenegild in Delia, Kansas at 4137 102nd Road, currently meeting in the Private Chapel of Pope Michael.

  In Delia, Kansas We establish the parish of Saint Hermenegild.  We choose Saint Hermenegild, because of the devotion he showed Our Lord in the Blessed Sacrament, refusing to receive Him from the hands of a heretical Arian Bishop sent by his father on Easter Sunday.  He showed respect to Our Lord in the Blessed Sacrament, while refusing to receive Him from the hands of a heretic.  He then gave his life for Jesus, being beheaded at the order of his father!
  This parish shall have jurisdiction of Jackson, Pottawatomie, Shawnee and Waubunsee Counties in Kansas.  All Catholics living in or visiting these areas are reminded of their duty to come for Lord's Day services as required by Canon Law as amended this day.
